Any time as fronds age, yellow or are damaged. Snip spent fronds off at the base of the stipe using clean scissors. Take care not to damage the furry surface rhizome when working around it. If the rhizome is trailing over the pot edge, simply allow it — this is normal and healthy growth, not a problem to cut back.
